WUSD Board of Trustees Signs Resolution on Bond Spending
PRESS RELEASE
Windsor, Calif.—The Windsor Unified School District (WUSD) Board of Trustees passed a resolution at their Monday, Aug. 17 board meeting confirming and codifying that should their upcoming bond Measure J pass, no funds from that bond would be spent on the Windsor Creek school site.
The resolution was made in response to community concerns regarding potential bond funding and on-going misinformation regarding the sale and development of the former Windsor Creek Elementary School site, which was shuttered in 2019.
The resolution reads, in part, “... the Board desires to remove any uncertainty on this subject by adopting a clear statement of Board policy confirming that no proceeds of the Bonds shall be expended on the Windsor Creek Property …”
“The purpose of this resolution is to uphold the integrity of the bond we’re going after and [codify] that transparency for the Citizens Oversight Committee and future audit,” said Chief Business Official Austin Matzaganian when introducing the resolution.
Among other provisions, it states, “The Board hereby affirms, determines and declares that no proceeds of the Bonds, including any investment earnings thereon, shall be expended for the acquisition, construction, reconstruction, rehabilitation, replacement, modernization, renovation, improvement, furnishing or equipping of any facilities located on the Windsor Creek Property, or for the planning, design, permitting or any other cost of any project located on the Windsor Creek Property.”

Resolution No. 2027 – 04 passed 5-0 on a role call vote.
